The building is the dominat of the square, which is created by launching a roundabout underground. It is located on the main axis of Čilská Street.
The building consists of three towers, connected by two columns of roads, in which are also located toilets, cellars and other secondary spaces.
The first part of the building, oriented to the main square, has the function of a City hall.
The part in the middle is a space for rent, under which is a large open public space, from which are the entrances to the cinema.
The northern part of the building, by the existing apartment building, is a community center that provides facilities for social activities living around people.
From 10 floors there is a cinema, which contains 5 large halls.
